Your Impact
Rural America is in the middle of its largest health-system reinvestment in a generation. $50 billion over five years, flowing through all 50 states under the federal Rural Health Transformation Program. For People is assisting the Commonwealth of Pennsylvania in navigating this transformation as it relates to healthcare data interoperability.
As the Senior Service Designer, you will translate stakeholder reality into a clear picture of how rural health information actually moves across Pennsylvania today, and what it could look like in the future. You will build the As-Is service blueprints that anchor the discovery work and co-create To-Be blueprints with stakeholders.
You will work alongside a cross-functional team so the blueprints reflect not only the technical pathways but also the consent events, message types, system handoffs, and human work that hold the service together. Your blueprints will be the artifact partners all return to as they make decisions about the future of rural healthcare interoperability in Pennsylvania.

Our entire team is remote across the United States, from the West Coast to the East Coast. There will never be a return-to-office, as we have none!
Paid travel to Pennsylvania (up to 10%) may be required for stakeholder workshops, interviews, and site visits over the course of the engagement.
This is a six-month independent contractor engagement tied to the discovery sprint, with a target start in mid-to-late July 2026, averaging 30-40 hours per week. Our rate range is $90-$110 per hour.
Your Opportunities
- Conduct stakeholder interviews across user groups to build the operational ground truth the blueprints will reflect
- Create As-Is service blueprints for priority rural journeys, showing the systems, message types, consent events, human handoffs, and breakdown points along the way
- Co-create To-Be service blueprints with stakeholders against future-state options
- Partner with the UX Researcher on persona development and journey mapping so blueprints, personas, and journeys reinforce each other
- Facilitate cross-stakeholder workshops to test, refine, and build alignment on the blueprints
- Translate complex Medicaid, healthcare interoperability, and Health Information Organization workflows into digestible artifacts that technical, policy, and executive audiences can all use
Is This You?
- A humble and caring attitude aligning with For People's values: passion, fun, curiosity, sustainability, humility, and respect
- 6+ years of experience in service design or human-centered design, ideally in healthcare, government, or other complex regulated environments
- A strong portfolio of As-Is and To-Be service blueprints for multi-stakeholder, multi-system services
- Experience facilitating workshops with technical, operational, and executive stakeholders
- Excellent written and verbal communication, with the ability to make complexity legible without losing accuracy
- Familiarity with design and collaboration tools such as Figma, FigJam, Mural, or Miro
It Would Be Great If You Also Had
- Experience researching Medicaid, HIE, HIO, or other healthcare interoperability environments
- Familiarity with rural health delivery, critical access hospitals, FQHCs, or county-based health programs
- Experience contributing to roadmaps and pilot designs
Additional Details
You will be working on a United States government platform, and they have a few basic requirements for contractors like ourselves. You must perform all work physically within the United States at all times. In addition, you must be a United States citizen and be able to pass a government-performed public trust background check.
