Your Impact

In rural Pennsylvania, medical records don't always travel as well as patients do. Someone leaves a small-town hospital, follows up with a family doctor two counties away, and the record connecting those visits arrives late, incomplete, or not at all. Patients get mismatched across systems. Clinics with no IT department spend months connecting to data networks that were supposed to make their lives easier. On paper, Pennsylvania has a mature statewide system for sharing health data. In practice, the smallest providers like rural hospitals, community health centers, and independent family practices feel the most friction.

The Commonwealth of Pennsylvania wants to change that, and For People is leading the six-month discovery effort that will shape how. As our FHIR Subject Matter Expert, you'll assess how ready the state's rural health ecosystem is for modern data standards, including FHIR (Fast Healthcare Interoperability Resources) and HL7. You'll show the Commonwealth where investing in standards will pay off and where a lighter-weight approach will do more. Your findings become part of the roadmap Pennsylvania uses to guide its rural health investments over the next three years.

This position is 100% remote. Our entire team is remote across the United States, from the West Coast to the East Coast. There will never be a return-to-office, as we have none!

Occasional paid travel to Pennsylvania may come up for on-site collaboration with the Commonwealth and partner organizations.

Your Opportunities

On this project, you will:

• Assess how ready Pennsylvania's rural health data ecosystem is for FHIR and HL7, from the statewide exchange (the Pennsylvania Patient & Provider Network) to the regional organizations that run it to the record systems rural providers use every day
• Find the highest-value improvements of where a standards upgrade will truly move data better, and where a simpler option fits providers with limited IT capacity
• Write the FHIR readiness assessment the Commonwealth will use to decide where its money and effort go
• Explain data standards in plain English to state leadership and provider associations
• Team up with our systems architect, service designer, and researchers to map how clinical data moves today and what better could look like
• Help design pilot projects that small rural providers could realistically adopt

You Bring

• A humble and caring attitude aligning with For People's values: passion, fun, curiosity, sustainability, humility, and respect
• 5+ years of hands-on FHIR and HL7 work in production healthcare environments, implementing, assessing, or both
• Deep familiarity with FHIR implementation guides and how they hold up in the real world
• Experience evaluating readiness across many different electronic health record systems and exchange networks
• A range of abilities, including being able to be in the weeds of a standards spec, briefing an executive, and listening to a rural clinic walk through their workflow
• Writing and speaking abilities that make technical topics clear to people who don't live in them

It Would Be Great If You Also Have

• Experience with state health information exchanges or regional health data organizations
• Familiarity with the record systems and constraints of small rural providers, like critical access hospitals and community health centers
• Past work shaping standards roadmaps or pilot programs

Some fine print. You will be working on a state government engagement, and the Commonwealth of Pennsylvania has a few basic requirements for contractors like ourselves. You must perform all work physically within the United States at all times. In addition, you must be authorized to work in the United States and be able to pass a public trust background check.
